p:
PUBL/C fYOR/C5
r
i ( c- - c>r
December 14, 2010
Jean Costanti-Oehler
Facilities Director
Compass Health
4526 Federai Avenue, MS-70
Everett WA 98203
RE: Northstar Apartments
Dear Jean;
This is in response to your letter dated December 13, 2010. For ease of conversation, the
questions are responded to in numerical format; however the original document posted the
questions in bullet form. Please note that I am not currently able to completely respond to the
questions posted. The code contains many requirements that have several possible solutions
that are chosen by the design team and not prescribed by the jurisdiction. Rather than respond
with a chain of if/than scenarios, I have tried to follow the design parameters as previously
discussed, however the bulk of discussion is still based on assumption and probable decisions
that need to be further substantiated by analysis from the design team.
1. Occupancy type: Based on the description of occupants living in the building and
services provided for the occupants, the building should be shown to comply with the
provisions within the current code for a Group I-1 and S-2 Occupancy. As the building
was previously a Group R/S-2 Occupancy, the change of occupancy requirements of
Section 3408 will be required to be followed.
2, sprinkier and fire alarm requirements: Everett Municipal Code chapter 16.76 and
the 2006 IBC each require the building to be fully alarmed and sprinklered. Section
903.2.6 of the IBC permits an NFPA 13 or 13R system in the Group I-1 Occupancy.
Although a sprinkler system is required throughout the structure based on the
occupancy type, the type of sprinkler is not specified. The type of sprinkler chosen for
this project will create differences in requirements for many things referred to in the
initial letter.
3. Draft stops: Draftstops in hurizontal assemblies are not required for this building when
Ij sprinkled with an NFPA 13 system per Section 717.3.3. NFPA 13 contains additional
requirements; however one method of compliance is that spaces rrust be firestopped
into volumes not to exceed 160 cubic feet.
4. Type of construction: Type V-A construction is permitted for Group I-1 Occupancies.
A full building code analysis will need to be provided to determine whether or not thi
building complies as V-A construction, with or without the area separation wall, and with
y2
_:;Ory;•")!lor9ubr F[crtmcn;:
ENGWEI=RIVG/ PUBLIC SEf!ICFc nlVlz':nN  '?00 Codar Street• Everett, WA 98201 • (425)257-SS00• Fax(4'Si='i' %3ft6
