Only
one tree can be planted along this frontage and still meet the spacing
requirements of Parks Department. John and Libbie suggested several
types of trees as being better species for the 10 foot wide landscape
berm along the east side of the parking lot. Instead of vine maple,
as shown on the plans, Acer pennsylvanicum, Acer campestre, or Acer
ginnala would be advisable. The lodgepole pine (pinus contorta), as
shown on the plan, is oK.
Steve asked me if the handicap parking stall shown on the plan could
instead be located across the alley next to the door i.nto the store.
I told him that would be OK with zoning requirements, but I would
verify that witri Public Works. In discussing with Kirk Brooks of
Public Works, he said it would be alright if the handicap space(s)
were properly marked according to Public Works standards.
He asked me if he were to eliminate about. 4 parking stalls on the west
side of the alley in order to use the space for display and sale of
landscape plants, would that run afoul of the parking requirements. i
said that he originally had about 6 or 8 spaces on the west side of
the alley, and that was nonconforming with the code. He was adding 24
parking spaces on the east side of the alley, not because he was
required for any expansion he was undertaking, but because he wanted
more parking. Therefore if he were to remove about 4 existina parking
stalls to display landscaping he would still have more parking than he
would be required to provide for this expanded sales area. I told him
it would be OK. The Resolution of intent to Rezone prohibits use of
the new parking lot for such outdoor display and sales.
cc: Kirk Brooks, Public Works
Alan Locke, Public Works
Linda Gough, Enforcement
Libbie Soden, Parks Department
Steve Ingalsbe, Planning Departmerit
Steve Griffin, Broadway Hardware
