Section 5 <br /> The Director of Public Works shall, as he or she deems necessary, establish rules, <br /> regulations and procedures for administration of system development charges <br /> established for system connections. <br /> Section 6 <br /> In the event that the proposed improvement on property to be connected to the <br /> Everett Utility system constitutes a major project triggered by a land use process as <br /> determined by the Planning Department and/or is estimated to have water demand <br /> in excess of 15,000 cubic feet per month, the Mayor or his/her designee may use the <br /> system development charges established herein as a guideline for mitigation of <br /> sewer and water and stormwater system impacts based on the immediate short term <br /> and long term impact on the sewer and water systems. These determinations shall <br /> use the appropriate fee based on meter size to calculate the total charge. <br /> The total charge may be reduced or increased based on the following <br /> considerations: <br /> A. System improvements to be made by the developer. <br /> B. Proximity to the sewage treatment plant. <br /> C. Pumping requirements to supply water to the proposed development. <br /> D. Pumping requirements to convey the proposed development's sewage <br /> effluent to the sewage treatment plant. <br /> E. Peak demand for water, total flow for sewer. <br /> F. Fire demand. <br /> G. Estimated sewage effluent quality. <br /> H. Proximity to the water filtration plant. <br /> I. Location outside the City limits. <br /> Approval of the Mayor or designee is required for all system development fees <br /> determined under this provision. <br /> Section 7 <br /> There shall be no system development charge for a service connection whose sole <br /> purpose is for fire flow. <br /> Section 8 <br /> Irrigation services shall be charged the water system development charge and shall <br /> not be charged the sewer and stormwater system development charges. <br /> 6 <br />
