1 1 (.....) <br /> 2 The Contractor shall provide all flaggers, signs and other traffic control devices. The <br /> I 3 Contractor shall erect and maintain all construction signs, warning signs, detour signs, and <br /> 4 other traffic control devices necessary to warn and protect the public at all times from injury <br /> 5 or damage as a result of the Contractor's operations which may occur on Highways, roads, <br /> 6 or streets. No Work shall be done on or adjacent to the Roadway until all necessary signs <br /> I 7 and traffic control devices are in place. <br /> 8 <br /> 9 Flaggers and spotters shall possess a current flagging card issued by the State of <br /> I10 Washington, Oregon, or Idaho. The flagging card shall be immediately available and shown <br /> 11 upon request by the Contracting Agency. <br /> 12 <br /> I13 1-10.3(4)Traffic Control Labor <br /> 14 The Contractor shall furnish all personnel for flagging to control traffic during construction <br /> 15 operations. Flaggers shall have a current certification (Flagging Card) from the State <br /> 1111 16 Department of Labor and Industries (WAC 296-155-305). Employees of the Contractor <br /> 17 engaged in flagging or traffic control shall wear reflective vests and hard hats. During hours <br /> 18 of darkness, white coveralls or white or yellow rain gear shall also be worn. The vests and <br /> I19 other apparel shall be in conformance with Section 1-07.8. The Contractor shall furnish the <br /> 20 MUTCD standard Stop/Slow paddles (18 inches wide, letters 6 inches high, and reflectorized) <br /> 21 for the flagging operations. During hours of darkness flagger stations shall be illuminated to <br /> I22 insure that flaggers can be easily seen without causing glare to the traveling public. The <br /> 23 Contractor must develop and use a method to ensure that flaggers have adequate warning <br /> 24 of objects approaching from behind the flagger. All flaggers must start a new job with an on- <br /> III25 site orientation. This orientation must include, but not be limited to, the flagger's role and <br /> 26 location on the job site, Equipment, traffic patterns, communications and hazards specific to <br /> 27 the Work site. When the Bid Proposal includes an item for"Traffic Control Labor," the Work <br /> I28 covered by this item shall be for the labor actually used when authorized by the Engineer for: <br /> 29 <br /> 30 1. The services of a uniformed police officer to countermand an operating signal, or to <br /> 31 direct traffic in an intersection where the signal is de-energized; <br /> I <br /> 32 2. The services of flaggers at both ends of a 2-way, single lane operation; or <br /> 33 3. The services of a flagger or uniformed police officer when otherwise specifically directed <br /> 34 by the Engineer. <br /> I35 <br /> 36 The hours eligible for "Traffic Control Labor" shall be for the hours actually worked, plus 1 <br /> 37 hour of on-site orientation per flagger. "Show-up time" will not be counted. The labor to <br /> I38 perform the Work described in the item "Maintenance and Protection of Traffic Control" is <br /> 39 specifically excluded from this Work. No adjustment will be made to the unit price for"Traffic <br /> 40 Control Labor" for overtime or holiday hours worked. <br /> 41 <br /> 42 1-10.3(5) Construction Signs <br /> 43 All signs required by the approved traffic control plan(s) as well as any other appropriate <br /> I44 signs prescribed by the Engineer will be furnished by the Contractor and be paid under the <br /> 45 item "Maintenance and Protection of Traffic Control". The Contractor shall erect them on <br /> 46 posts or supports and maintain them in a clean, neat, and presentable condition until the <br /> 47 necessity for them has ceased. All non-applicable signs shall be removed or covered with <br /> I48 either metal or plywood during periods when they are not needed.
