I1 shall modify the TESC Plan to meet the Contractor's schedule, method of construction, <br /> 2 and to include off-site areas that will be used to directly support construction activity <br /> I <br /> 3 such as equipment staging yards, material storage areas, or borrow areas. Contractor <br /> 4 TESC Plans shall include all high visibility fence delineation shown on the Contracting <br /> 5 Agency Contract Plans. All TESC Plans shall meet the requirements of the current <br /> I 6 <br /> 7 edition of the WSDOT Temporary Erosion and Sediment Control Manual M 3109 and be <br /> adaptively managed as needed throughout construction based on site inspections and <br /> 8 discharge samples to maintain compliance with the CSWGP. The Contractor shall <br /> I <br /> 9 develop a schedule for implementation of the TESC work and incorporate it into the <br /> 10 Contractor's progress schedule. <br /> 11 <br /> I <br /> 12 <br /> 13 The Contractor shall submit their TESC Plan (either the adopted plan or new plan) and <br /> implementation schedule as Type 2 Working Drawings. At the request of the Engineer, <br /> 14 updated TESC Plans shall be submitted as Type 1 Working Drawings. <br /> 15 <br /> I16 8-01.3(1)B Erosion and Sediment Control (ESC) Lead <br /> 17 This section is revised to read: <br /> 18 <br /> 1 19 The Contractor shall identify the ESC Lead at the preconstruction discussions and in the <br /> 20 TESC Plan. The ESC Lead shall have, for the life of the Contract, a current Certificate <br /> 21 of Training in Construction Site Erosion and Sediment Control from a course approved <br /> I <br /> 22 by the Washington State Department of Ecology. The ESC Lead must be onsite or on <br /> 23 call at all times throughout construction. The ESC Lead shall be listed on the <br /> 24 Emergency Contact List required under Section 1-05.13(1). <br /> 25 <br /> 26 The ESC Lead shall implement the TESC Plan. Implementation shall include, but is not <br /> 27 limited to: <br /> I 28 <br /> 29 1. Installing, adaptively managing, and maintaining temporary erosion and <br /> 30 sediment control BMPs to assure continued performance of their intended <br /> I <br /> 31 function. Damaged or inadequate BMPs shall be corrected immediately. <br /> 32 <br /> 33 2. Updating the TESC Plan to reflect current field conditions. <br /> 34 <br /> I <br /> 35 3. Discharge sampling and submitting Discharge Monitoring Reports (DMRs) to <br /> 36 the Washington State Department of Ecology in accordance with the CSWGP. <br /> 37 <br /> I 38 4. Develop and maintain the Site Log Book as defined in the CSWGP. When the <br /> 39 Site Log Book or portion thereof is electronically developed, the electronic <br /> 40 documentation must be accessible onsite. As a part of the Site Log Book, the <br /> I 41 Contractor shall develop and maintain a tracking table to show that identified <br /> 42 TESC compliance issues are fully resolved within 10 calendar days. The table <br /> 43 shall include the date an issue was identified, a description of how it was <br /> I 44 resolved, and the date the issue was fully resolved. <br /> 45 <br /> 46 The ESC Lead shall also inspect all areas disturbed by construction activities, all on-site <br /> I <br /> 47 erosion and sediment control BMPs, and all stormwater discharge points at least once <br /> 48 every calendar week and within 24-hours of runoff events in which stormwater <br /> 49 discharges from the site. Inspections of temporarily stabilized, inactive sites may be <br /> I <br /> 50 reduced to once every calendar month.
