i
Record Drawings Lump Sum
(Minimum Bid $5,000)
I1
2 Payment for this item will be made on a prorated monthly basis for work completed in
3 accordance with this section up to 75% of the lump sum bid. The final 25% of the lump sum
I 4 item will be paid upon submittal and approval of the completed Record Drawings set
5 prepared in conformance with these Special Provisions.
6
I 7 8 A minimum bid amount has been entered in the Bid Proposal for this item. The Contractor
must bid at least that amount.
9
I 10
11
12 1-06 CONTROL OF MATERIALS
I13
14 Section 1-06 is supplemented with the following:
15
I16 Buy America
17 (August 6, 2012, WSDOT GSP 1-06.OPT1(A))
18
19 In accordance with Buy America requirements contained in 23 CFR 635.410, the major
I20 quantities of steel and iron construction material that is permanently incorporated into the
21 project shall consist of American-made materials only. Buy America does not apply to
22 temporary steel items, e.g., temporary sheet piling, temporary bridges, steel scaffolding and
I23 falsework.
24
25 Minor amounts of foreign steel and iron may be utilized in this project provided the cost of
I26 the foreign material used does not exceed one-tenth of one percent of the total contract cost
27 or $2,500.00, whichever is greater.
28
I29 American-made material is defined as material having all manufacturing processes occurring
30 domestically. To further define the coverage, a domestic product is a manufactured steel
31 material that was produced in one of the 50 States, the District of Columbia, Puerto Rico, or
I32 in the territories and possessions of the United States.
33
34 If domestically produced steel billets or iron ingots are exported outside of the area of
35 coverage, as defined above, for any manufacturing process then the resulting product does
I 36 not conform to the Buy America requirements. Additionally, products manufactured
37 domestically from foreign source steel billets or iron ingots do not conform to the Buy America
38 requirements because the initial melting and mixing of alloys to create the material occurred
I39 in a foreign country.
40
41 Manufacturing begins with the initial melting and mixing, and continues through the coating
I42 stage. Any process which modifies the chemical content, the physical size or shape, or the
43 final finish is considered a manufacturing process. The processes include rolling, extruding,
44 machining, bending, grinding, drilling, welding, and coating. The action of applying a coating
I45 to steel or iron is deemed a manufacturing process. Coating includes epoxy coating,
46 galvanizing, aluminizing, painting, and any other coating that protects or enhances the value
47 of steel or iron. Any process from the original reduction from ore to the finished product
I 48 constitutes a manufacturing process for iron.
WEST MARINE VIEW DRIVE UTILITIES PAGE 30 OF 117 August 2018
WORK ORDER#3588
SPECIAL PROVISIONS
