Placemaking' drives targeted transformation to realize City priorities. Everett is home to
many people -attracting and place -shaping facilities, streetscapes, parks, businesses, non-profit
organizations, festivals, and photogenic spots that help each other through cross -promotions and
partnerships. Those new to the area hear that Everett is THE best place for arena headliners, sports, live
music, and theater, as well as places to eat and drink after the show, and "#Everett" posts fill social
media. The city hosts initiatives designed to include new or previously uninvolved residents as well as
offering traditional events that keep people coming back year after year. The city tracks the effectiveness
of its placemaking efforts, and new residents, visitors, and businesses regularly cite how placemaking
efforts led them to invest in Everett.
Ongoing 1. Enhance the image and reputation of Everett inside and outside the city
Late 2019 2. Provide Council a catalogue of existing placemaking efforts —both city and non -city —
to identify demographics served, facilities used, marketing strategies, resources
allocated, and opportunity gaps
2018- 21 3. Form a staff cross -department City Placemaking Team to set internal policies, assess
opportunities, form partnerships, and track effectiveness of special events, facility
management, lodging tax spending, tourism promotion, and city branding
Early 2019 4. Create a Placemaking Task Force with representatives from strategic partners and
placemaking experts to plan, promote, and implement synergistic city-wide initiatives
Ongoing 5. Recruit new placemaking opportunities, organizations, businesses, teams, and events
to Everett, especially those that fill opportunity gaps
1 Fred Kent of Prolect for Public Spaces calls placemaking the thing that changes a place from one you cannot wait
to get through to one you never want to leave. Chris Fair of Resonance Consultancy describes how placemaking
takes three forms: Strategic Placemaking involves investing in spaces to enhance quality of life and attract further
investment, Creative Placemaking involves engaging the arts to enhance under-utilized spaces to attract residents
and/or visitors; and Tactical Placemaking involves using "lighter, quicker, cheaper' approaches to temporarily
change.how a_space is perceived or used in order to effect permanent change.
d
Economic Development Plan
5
deernissee@everettwa.gov
