The fundsmental purpose behind the Code is to <br /> provide an altemative to confortnance with the State Building Code when a historic structure is <br /> involved. This creates en opportunity t,i assist in saving historic sWcmres rather than creating <br /> obstacles that might be best addressed through demolition. We fcel that lhis purpose is <br /> perfectly aligned with the County's interest in the building. <br /> The purpose of the Code is well stated in this excerpt, "[The Code rsJ...inlended to preserve <br /> original, or restored architeclura/elemrnls and jealures, to encourage energy conservalion, <br /> barrier-jree access and a cost-e,(fectrve approach to preservalion, �md to provide a hlstoric <br /> buiJding or structure lhat wil!be less hazmdaus, based on accepted Jrfe and fire sajety <br /> praclices, than the exisling building." <br /> This is exactly what lhe County proposes to do with the Carnegie building; prcserve the <br /> building,although not necessarily to restore it,and creste a less ha�ardous condition for <br /> building cecupants. <br /> WAC S1-19-150 Chaoge of Occnpancy <br /> As previously mentioned,this proposed project involves changing the use,or occupancy,of the <br /> building. The Code recognizes that this may occur and requires that any such chenge,"...sha/! <br /> not exceed the height, number oJs�ories, mrd area permitfed for new buildings..." 71�e <br /> proposed work will not test the height,number of stories or erea pertnitted although it must <br /> address the allowed conswction typc for the new occupancy.
