Additionally,housing affordability continues to be an issue in Everett particularly related to the current housing crisis and homelessness. Council discussed the issue,at the October 2017 Retreat where information was presented regarding the housing environment in the City including demographics, existing policies,regional expectations, current and projected needs, market realities, and potential actions to consider(distributed October 21,2017). On November 29, 2017, Council passed Ordinance 3579-17 enacting a Special Connection Charges Exemption for new affordable housing projects (set to expire on November 29,2021)in an effort to further support affordable housing production. At that time, Council requested a broader look at the City's affordable housing strategies and incentives. Council also asked for comparisons of other jurisdictions' housing programs. RECOMMENDATION(Exact action requested of Council): Review and discuss housing information. 1
