City Protection <br /> 10 A plan submitted for final approval shall be deemed <br /> 11 to be in substantial compliance with the plan pre- <br /> 12 viously given tentative approval provided any modifica- <br /> 13 tion by the applicant does not: <br /> 14 <br /> 15 a. Vary the proposed residential density or inten- <br /> 16 sity of use. <br /> 17 <br /> 18 b. Involves a reduction of area set aside for <br /> 19 common open space or substantial relocation <br /> 20 of such area. <br /> 21 <br /> 22 c.
