Staff Report <br /> Date: November 14, 2018 <br /> Prepared by: Rebecca McCrary <br /> Housing and Community Development Program Manager <br /> Subject: Integrating the Housing & Community Development Citizen Advisory and <br /> Human Needs Grant Committees <br /> The Housing and Community Development Division in the Planning Department <br /> supports two citizen advisory groups that have similar purposes of advising the City <br /> Council on funding recommendations for the same groups of community members. <br /> These committees, the Housing and Community Development Citizens' Advisory <br /> Committee and the Human Needs Advisory Committee often see the same non-profit <br /> agencies applying for different funding. It should be noted however that City regulations <br /> limit an agency to receiving City funds from only one source per program. Integrating <br /> the two committees would create efficiency for the committee functions and staffing <br /> efforts. The intended result is a consolidated committee to look at community needs as <br /> a whole and provide better coordinated and effective funding recommendations given <br /> the limited City resources available for community needs. <br /> Last year in an effort to begin facilitating communication between the two groups, the <br /> Mayor appointed one member from pp e each committee to serve an open position on the <br /> second committee. Beginning with the 2018 funding rounds, the committees held joint <br /> meetings to discuss funding recommendations for all sources. The effort has so far <br /> proven to be beneficial for both committees. Below is specific information about the <br /> committees' purposes and the fund sources applicable to their respective <br /> responsibilities. Steps for fully integrating the committees into one over time are also <br /> included. <br /> C8�� IIp(�N��4t�� 13:‘41t'�I�L1�/�l�I44 ���t Y • ..a,'i m <br /> Housing and Community Development Citizens' Advisory Committee (CAC) <br /> The CAC was established in 1974 under Everett Municipal Code (EMC) 2.93 following <br /> Everett's qualification as an entitlement jurisdiction for the federal Community <br /> Development Block Grant program (CDBG).and is comprised of 11 members. The <br /> committee process is an element of the Citizen Participation program requirements <br /> approved by the US Department of Housing and Urban Development (HUD).
