4 <br /> Integrating the Housing&Community Development Citizen Advisory and Human Needs Grant Committees <br /> b A 5-Year community development plan summary identifying needs, creates a <br /> comprehensive strategy to meet the needs, and community development objectives; <br /> 0 Annual funding allocation recommendations; and <br /> 0 A housing assistance plan for lower income families including annual housing goals. <br /> Over the years, additional federal, state, and local funding sources became available to <br /> the City for serving similar populations including children, low income, homeless, and <br /> developmentally disabled people. The CAC also provides funding allocation <br /> recommendations for the additional sources including: <br /> 0 HOME Investment Partnership — Federal funds specifically dedicated to low-income <br /> housing; and <br /> 0 Affordable Housing Trust Fund —State. <br /> I-I Human Needs Advisory Committee <br /> The Human Needs Advisory Committee was established in 1989 under EMC 2.94 for <br /> advising the City Council on annual Human Needs Grant funding recommendations to <br /> non-profit agencies. These agencies must provide basic need programs and services to <br /> children, homeless, and developmentally disabled people. The Committee is comprised <br /> of seven members. The Committee is responsible for first recommending priorities to <br /> the Council based on a review of community needs data and ensuring the subsequent <br /> funding recommendations are consistent with those needs. <br /> The City of Everett has four community need funding sources to allocate or assign <br /> annually. Each fund has unique parameters in terms of purpose and programs but <br /> similar in populations to serve. Below are the funding source descriptions. <br /> Page 2 <br /> 41 <br />
