wEms <br /> WTSC ENTERPRISE MANAGEMENT SYSTEM '`.. <br /> o Provide state/local traffic fatality and serious injury data. <br /> o Coordinate paid media activities at the state level for statewide and local <br /> mobilizations (when possible). <br /> o Lead news media efforts for: <br /> • Statewide Impaired Driving Patrols <br /> • Statewide Distracted Driving Patrols <br /> • Statewide Seat Belt Patrols <br /> • Motorcycle Safety Patrols <br /> • Target Zero Teams DUI <br /> o Support news efforts for: Local DUI, Speed, Distracted, and Seat Belt Patrols <br /> o Summarize statewide HVE enforcement activity. <br /> o Report results to the National Highway Traffic Safety Administration. <br /> • Target Zero Manager and Law Enforcement Liaison: <br /> o Coordinate mobilization briefings. <br /> o Lead news media and community outreach efforts for local mobilizations. <br /> o Review and approve all IAAs, invoices, and other documentation submitted <br /> through the WTSC Enterprise Management System (WEMS), email or other <br /> approved submission methods, before submission to WTSC. This includes <br /> follow-up on incomplete invoicing and Emphasis Patrol Activity Logs (such as <br /> those with unexplained low contact numbers). This expectation can be modified <br /> to better meet the needs of each region with approval from the WTSC HVE <br /> Program Manager. <br /> o Facilitate HVE mobilization planning at Target Zero Task Force meetings. <br /> • For statewide HVE patrols <br /> • Submit HVE Mobilization Plan prior to the statewide campaign. <br /> • Submit evaluation data within 1 week of campaign closure <br /> • For Flex HVE patrols <br /> • Submit HVE Mobilization Plan prior to the statewide campaign. <br /> Ideally,the TZM will submit these plans to the WTSC 2 months <br /> prior to the HVE event date. This provides WTSC enough notice <br /> to support the HVE event with paid advertising. <br /> • Law Enforcement Agencies: <br /> o Send a representative to local Target Zero Task Force meetings to plan <br /> mobilization locations and exact dates. <br /> o Ensure availability of agency's media contact prior to and during all mobilization <br /> dates. <br /> Page 7 of 10 <br />
