Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Operation School Bell program in a <br /> manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Operation School Bell will serve Insert number of people to serve 70 persons by providing <br /> Enter the program and/or activity descr three sets of new school clothes, a week's supply of undercloths/socks, <br /> aoaandgloves,t, hat g oves, and a hygiene kit to each program participant. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> The goal of OSB is to ensure that children who are homeless or living in poverty have adequate school <br /> clothing, shoes and hygiene supplies. The 2018/19 objectives for CDBG funds are: <br /> A. Provide clothing for at least 70 City of Everett students, ages 4-12 ($100 x 70 = $6,993) <br /> B. Foster self-esteem and a feeling of self-worth for children and parents <br /> C. Promote family cohesion by relieving significant economic stress <br /> D. Promote school achievement and school completion <br /> E. Improve the physical health of children through the provision of warm clothing <br /> F. Reduce absenteeism and improve school attendance. Many children in low-income homes simply stay <br /> home from school because they do not have adequate clothing or shoes to wear. <br /> G. Create productive community connections between the non-profit sector and the public schools. <br /> The in-facility OSB program is ongoing throughout the school year between September and mid-March. <br /> Common items of clothing like warm coats, underwear, socks, pants and shirts are purchased by ALE in <br /> wholesale quantities at substantial per-unit savings. The clothes are shipped to the ALE facility, taken into <br /> inventory, stored, and then moved to display shelves and racks for use as needed. Children with <br /> documented economic need are recommended to the program by teachers, counselors, and administrators <br /> in participating schools. <br /> A-1 <br />
