waeuor&"
A Non -Profit Organization
Submitted October 21,1993
Dear Steve Ingalsbe,
Cocoon House received your letter October 1 requesting additional specific
information. Thank you for your attention to our proposed development of the
Cocoon Complex. It is urgent that we process the information quickly because of
grants, and sale agreements. Our letter from planning indicates that it is a three
week process and we are pressed to stick to that. Thank you for attending to this.
The following Is our response to the 11 items of information.
1-The need for the special use: The City of Everett does not have any long term
supportive housing for youth who live on their own. All of these youth are served
by the short term emergency shelter we operate, Cocoon House. Cocoon is in the
City of Everett and three blocks from the proposed Complex. 60% of the youth
served in the shelter have no home to return to after shelter care. Both the City of
Everett Human Services and the oval neighborhood of Riverside recognize the
need for this proposed program and are supportive of our development of this in
this location. In 1991 and 1993 the City of Everett specified the need for services
and housing for disconnected youth in the City of Everett. Cocoon House has
letters of agreement wIth Family Counseling Services, Everett Alternative School,
Community Health, and Employment Security to provide on -site supportive
services in addition to the Cocoon House staff and volunteers providing
supportive services as well.
COCOON HOUSE • 2726 Cedar Avenue 9 Everett, Washington 98201 0 (206) 259-6042
