2-Adequacy of streets, utilities, public services to serve a proposed use. <br />The site location was previously developed two years ago as a motel with <br />adequate consideration given to the street and utility issue. Our use does not <br />change the adequacy of existing street and utility. There is no impact. The <br />t is the proximity to Cocoon House Shelter. Our <br />importance of this particular stree <br />risible t <br />administrative staff will a sp atonesite o o the two places need toberoviderscl se to <br />-be serving both PllP <br />eachother. Youth will be transitioning from the shelter to the Complex so again <br />proximity is important. Bus transportation is easily accessed from the proposed <br />site and this important because our youth don't drive. <br />34mpact on traffic, pedestrians, public safety. Our concern has been to public <br />safety for our youth in the design of the facility. Our population has been easily <br />victimized and securing and enclosing the facility is a high prioirty. The site is <br />easily enclosed by adding the eating area which changes the site from three sided <br />open area to a four sided closed in facility. We have provided for an interior <br />courtyard for recreation as wells r realion room. There is tion so their interaction lot of local public willl <br />ram <br />activity which requires youth pa P <br />be unlikely. Cocoon House has demonstrated two and a half years of successful <br />no�complaints from helpublic neighbors about o'uhyouth� and there have been <br />4-Off street parking, on -site circulation, and access. We have provided for 11 <br />parking spaces. We anticipate needed 5 of spaces at any given hour of the day or <br />night. For special events when we have many visitors, we will work with our <br />neighbor restraurant to see if we can access additional parking spaces as needed. <br />If this is not possible than we will not have special events on -site that impose on <br />our neighbors parking lot. <br />For on -site circulation, there is only one entrance to the building which has a walk <br />through metal detector. Fire and safety exits o staproviffed ed for bs daily. ut they are secured <br />with an alarm. The single point of entry <br />is 5-Compatibility. The Complex is a small structure compared to its neighbors. <br />Group Health Cooperative is directly behind it. Nendel's is across <br />thof the present <br />e street. <br />Denny's parking lot is next door. We are imporving the appearance <br />site to make it more appealing visually. The remodel involves greening a <br />courtyard which is now a blcktop, and altering the fragmented motelish <br />appearance so that it looks like a unified structure. <br />oes not use d <br />sign <br />Signs.
