B R I A N PAul svrlllllr ,:ia <br />December 20, 1995 <br />Mr. Warren Baty <br />Everett Fire Department <br />2811 Oakes Avenue <br />Everett, WA 98201 <br />Dear Mr. Baty, <br />I am writing to you about the Cocoon Complex sprinkler system, per our phone <br />conversation last week. As I explained at the time, we were unaware of the letter from <br />the Everett Fire Department issued with the permit documents for the Complex. The <br />client mislaid the permit documents and neither t..e Architect or the Contractor saw the <br />Fire Department requirements for the alarm/sprinkler systems. Therefore, when we <br />received the approved sprinkler drawings (which indicated that the existing motel was <br />sprinklered but not the new dining facility) from the Everett Department of Public Works, <br />we assumed we were complying with all requirements. <br />I give you this background information in an effort to assure you that we have never <br />attempted to intentionally skirt the requirements of the Everett Fire Department. We are <br />hurrying to get the sprinkler extension to the new building designed and the ceiling <br />prepared for its installation. As you might guess, this issue, coming this late in the <br />construction process, puts a tremendous financial burden on the Client, Cocoon House, <br />which spent years gathering the funds to do this project. The Client is applying for City <br />Block Grant Funding form Everett. The application deadline is January 15, with <br />notification in May. This would allow the installation of the sprinkler system in June. We <br />therefore propose the following: <br />Cocoon would like to occupy the facility when the current construction contract is <br />finished and signed -off, approximately the middle of January. The facility is staffed 24 <br />hours a day. At this point, the existing motel structure will be fully sprinklered and with <br />fire alarm per code. This is the only area where sleeping takes place. The dining/kitchen <br />facility will only be used during the day. The dining/kitchen facility will have its alarm <br />component installed and approved fire extinguishers. The building is cmu bearing wall <br />construction with metal stud interior framing and heavy timber roof. The roof over the <br />entry area is light wood -framed and connected to the existing exterior balcony. It is <br />protected on the interior with 5/8" type `X' sheet rock. The balcony it is con iected to is <br />protected by the sprinkler system. Since the dining/kitchen building is necessary for the <br />operation of the shelter, Cocoon I -louse requests that it has the use of this facility until the <br />sprinkler system is installed. <br />6515 Twentieth Avenue NE Seattle Washington 981 15 206.526.5705 <br />
