rREVISED <br />PLANNING DIRECTOR DECISION <br />PROCESS IIB.#15-93 <br />Applicant: Cocoon House <br />2726 Cedar Avenue <br />Everett, WA 98201 <br />c/o Sarri Kriesman <br />Project Location: 2929 Pine <br />Proposal: Convert an existing <br />facility for up to <br />1,640 square foot <br />constructed. <br />motel into a s)cial service <br />20 homeless teenagers. A <br />dining facility will be <br />Zoning: C-2, Heavy Commercial -Light Industry <br />FINDINGS AND CONCLUSIONS: The proposed use and expansion must be <br />evaluated per the following general and specific criteria as <br />required by Section 41.150 of the City of Everett Zoning Code: <br />1. The need of the neighborhood, district, or City for a proposed <br />special property use. <br />Findings: The proposal will provide long term supportive <br />housing for youths. The proposal. includes ten residential <br />units on the second floor and offices for job training, health <br />care, drug and alcohol treatment, and counseling on the first <br />floor. There will be 24 hour adult supervision with one <br />supervisor for 3 teens during the evening hours. The kitchen <br />and dining area addition will provide meals for the youth <br />living on the premises. There is insufficient facilities that <br />provide these services within the City. <br />Conclusions: There is a need for housing for homeless <br />teenagers within the City. <br />2. The adequacy of streets, utilities and public services <br />required to serve a proposed use. <br />Findings: The existing building is located on an improved <br />street. <br />Conclusions: The streets, utilities and public services are <br />adequate to serve the proposed addition. <br />3. The impact of traffic generated by the proposed use on the <br />surrounding area, pedestrian circulation and public safety; <br />and the ability of the proponent to mitigate such potential <br />impacts. <br />
