U <br /> CASCADE HIGH SCHOOL SYNTHETIC TURF FIELD <br /> EVERETT PUBLIC SCHOOLS 08/09/2013 <br /> C. The Contractor shall provide and designate a Certified Erosion and Sedimentation Control Lead <br /> (CESCL) who shall be responsible for monitoring the installation, performance, maintenance, <br /> and review of ESC measures,and for compliance with all permit conditions. <br /> I 1. CESCL shall have completed the training and certification requirements of BMP C160 of <br /> the Washington State Department of Ecology Stormwater Management Manual for <br /> Western Washington. <br /> 2. CESCL shall maintain a site log book. <br /> 3. CESCL shall inspect erosion control measures at least once every calendar week between <br /> October 1 and April 30 and monthly between May 1 and September 30 and within 24 hours <br /> Iof a significant rainfall event. <br /> D. CESCL shall conduct turbidity and pH sampling of storm water as required by Department of <br /> Ecology General Permit for Stormwater Discharges from Construction Activity. <br /> E. Contractor shall designate a Certified Erosion and Sedimentation Control Lead (CESCL) for <br /> the project and shall provide a contact phone number, fax number, and address where the <br /> CESCL can be contacted. The CESCL shall have completed the training and certification <br /> requirements of BMP C160 of the Washington State Department of Ecology Stormwater <br /> Management Manual for Western Washington. A copy of BMP C160 is available on the <br /> Department of Ecology's website. <br /> 1. CESCL responsibilities include: <br /> a. Be on-site or available on-call during the project duration. <br /> b. Implement the TESC and the SWPPP. <br /> 111 c. Oversee maintenance practices identified on the plans for the erosion control measures. <br /> d. Conduct or provide for inspection and monitoring activities. <br /> 111 e. Identify other potential pollution sources and make sure they are mitigated. <br /> f. Identify deficiencies in the TESC measures and make sure they are corrected. <br /> g. The responsibilities listed at BMP C160. <br /> 2. Contractor shall,prior to any work being performed on the site,post a weather proof sign at <br /> the site perimeter that provides the CESCL name, phone and fax numbers, and address <br /> information. Sign and text must be of sufficient size that the information can be easily read <br /> 1 from a distance of 10 feet,as determined by the Architect. Sign placement location shall be <br /> approved by the Architect. <br /> Contractor shall conform to requirements of the NPDES Permit and the Construction Stormwater <br /> General Permit,and the site specific SWPPP. The Construction Stormwater General Permit is to be <br /> considered part of these Specifications and can be obtained at: <br /> http://www.ecy.wa.gov/programs/wq/stormwater/construction/index.html <br /> 3.5 REMOVAL <br /> A. When approved by the City Inspector and the Owner, remove temporary facilities when the <br /> I need for the facilities no longer exists. <br /> B.
