Both <br /> of these initiatives are related in that they affect the city's land use plan and development codes. <br /> Over the years,Allan Giffen, Planning Director, has provided annual reports to the Mayor and Council <br /> regarding the increased complexity of the city's development regulations.This complexity has come <br /> about through piecemeal actions that result in a system that is confusing to staff and the public, <br /> resulting in inefficient application of standards to improve and protect our community. Our proposed <br /> work plan,discussed below, is to address the code streamlining process and include housing <br /> affordability strategies, over the next two years. <br /> Step 1:Comprehensive Plan—Land Use Element <br /> The first step in this effort is to review the city's Land Use element.The city's Comprehensive Plan Land <br /> Use Map has twenty-eight(28)different designations. It isn't only the Land Use Map that is complex, but <br /> the Land Use Element(1 of 11 chapters) has 199 different goals, objectives and policies. <br /> Staff has begun working with the planning commission on streamlining the Land Use Element.We have <br /> presented a Land Use designation scheme that reduces the 28 designations down to six(6): <br /> • Residential,Single Family <br /> • Residential, Multifamily <br /> • Metropolitan Center("Metro Everett") <br /> • Commercial Mixed-Use <br /> • Industrial <br /> • Local Resource Lands (Agriculture,Aquatic,Open Space, Parks,Water Resource Management) <br /> A draft map showing what this consolidated Land Use Map might look like is attached.These <br /> designations are based on the following reclassification of existing zoning to land use: <br /> New Land Use Current Zoning Equivalent <br /> Residential,Single Family R-S, R-1, R-1A, R-2, R-2A <br /> Residential, Multifamily R-3, R-3L, R-4, R-5 <br /> Metropolitan Center ULI, UM, UR <br /> Commercial Mixed-Use B-1, B-2, B-2B, BMU,C-1,C-1R, E-1, E-1MUO,W-C <br /> Industrial I C-2, M-1, M-2, M-M, M-S <br /> Local Resource Lands A-1,AQ, OS, PARK,WRM <br /> O2930 Wetmore Ave 8-A 0 425.257.8731 O planning@everettwa.gov <br /> Everett,WA 98201 425.257.8742 fax everettwa.gov <br /> 4 <br />
