• <br /> 3 <br /> Memo:Mayor&City Council <br /> Re: Land Use Consolidation&Code Streamlining [2] <br /> Staff is now working with the planning commission to streamline the text of the Land Use Element. Our <br /> goal is to write a chapter that clearly conveys the city's land use vision and how that vision is <br /> implemented in development regulations. <br /> Schedule: <br /> • Planning commission work sessions—November through February, 2019 <br /> • Planning commission hearing—March 5,2019 <br /> • City council consideration—March to April, 2019 <br /> Step 2: Early Code Amendment <br /> In a streamlined code,some subjects are clearly left to be a focus of its own chapter.Three of these <br /> chapters'include: 1)critical areas;2)sign regulations;and 3) landscaping. <br /> Critical Areas:The city currently has two sets of critical area regulations. One set applies to areas <br /> outside areas subject to the city's Shoreline Master Program and another set that applies to within. The <br /> shoreline regulations are not as protective,so we are working to prepare amendments to have one set <br /> of regulations for critical areas.These amendments are scheduled to be considered together with the <br /> city's shoreline master program update.The public hearing will be held on February 5, 2019 and a <br /> recommendation from the planning commission is scheduled for March 19th <br /> Sign Regulations:The city's sign regulations are not fully within one chapter of the zoning code. <br /> In addition,some of the sign standards must be revised to be"content neutral"to be consistent with a <br /> 2015 Supreme Court decision.Staff is working on these amendments and plan to brief the planning <br /> commission over the next several months,with a hearing tentatively scheduled for March 19th <br /> Landscape Regulations:Similar to the sign regulations, landscape requirements for development <br /> are found scattered throughout the zoning code.This effort will focus on consolidation of those <br /> standards into one chapter. Due to some staffing issues,this review may take place later in 2019. <br /> Step 3:Code Streamlining <br /> The final step is to prepare new, streamlined development standards.
