December 19, 2018 <br /> Roll was called with all council members voting yes, except Council Member <br /> Bader who was excused. <br /> Motion carried. <br /> ACTION ITEMS: <br /> AGREEMENT AMENDED — FINAL DESIGN AND BID SUPPORT <br /> SERVICES FOR THE REPLACEMENT OF RESERVOIR 2 <br /> Supplemental Agreement No. 1 to the Professional Services <br /> Agreement with Murray, Smith & Associates, Inc. to provide final <br /> design and bid support services for the Replacement of Reservoir 2 in <br /> an amount not to exceed $846,608. <br /> Jim Miller, Public Works, provided a brief overview of the proposed project. <br /> Considerable discussion ensued regarding earthquake resistance, purpose <br /> of the reservoir, vulnerability of the water system, total cost of the project, <br /> flood-plan analysis, SEPA process, special use permit, location of reservoir, <br /> and the best use of the property. <br /> Howie Bargreen, Everett, spoke in opposition to the proposed agreement. <br /> He also expressed his concerns regarding earthquake mitigation for <br /> reservoirs and suggested looking for better locations for reservoirs. <br /> Moved by Council Member Moore, seconded by Council Member <br /> Murphy, to table this item until January 2, 2019. <br /> Roll was called with all council members voting yes, except Council Member <br /> Bader who was excused. <br /> Motion carried. <br /> 416 <br />
