B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income <br /> persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development <br /> needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe which <br /> objective(s) the activity will carry out and how this National Objective will be met. <br /> 1) Benefit low/moderate income persons <br /> Subsidy for this program will be provided for participants who qualify; qualification is determined in <br /> two ways: 1) participants must apply for financial assistance and must meet the minimum income <br /> criteria for their family size and 2); participants must apply for assistance through DSHS and meet <br /> their criteria for state funding. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and performance standards <br /> required herein through quarterly reports and site visits. Substandard performance as determined by <br /> the City will constitute non-compliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time, as determined by <br /> the City and after being notified by the City, contract suspension or termination procedures will be <br /> initiated. <br />
