The Senior Director and Director of Operations of the Dispute Resolution Center will direct the administration <br /> of staff and volunteers of the RHMS program. The Senior Director will represent the Agency and Program in <br /> the community, or otherwise designate qualified alternate staff. <br /> The location of the services will be at Volunteers of America offices at 2801 Lombard Ave, Everett,WA <br /> 98201. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income <br /> persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development <br /> needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe which <br /> objective(s) the activity will carry out and how this National Objective will be met. <br /> Choose an item. <br /> RHMS is designed to address housing needs and issues of this group through the use of free <br /> services. This low/moderate income group has been consistently served through RHMS since the <br /> program's inception. History of the program has shown 98%service to very low/low/moderate <br /> income community. Without offering this free service these community members would not have <br /> received immediate help in resolving housing disputes. This availability is crucial in working to <br /> support landlords in ensuring they are providing suitable housing as established by the <br /> Landlord/Tenant Act. Finally,we have designed our program to meet a community need with a <br /> particular urgency. For a tenant threatened with homelessness we are able to either provide them <br /> A-1 <br />
