If you have any <br /> specific questions regarding these comments, please contact Erik Emerson with the City of <br /> Everett Surface Water Department(425-257-8995 or EEmerson@everettwa.gov). <br /> 1. Drainage Report: <br /> a. The project must comply with the current City of Everett stormwater standards, <br /> including both the Surface Water Management Manual (SWMM) and the Design and <br /> Development Standards and Specifications (DCSS). It appears that portions of this <br /> design may have been prepared based on older stormwater standards. The <br /> stormwater site plan must reflect the submittal requirements contained in the <br /> SWMM. <br /> b. Minimum Requirement(MR) applicability determination must be based on <br /> Threshold Discharge Areas (TDAs). <br /> ■ Document the TDA boundaries in accordance with Figure G.1 in Volume I of <br /> the 2016 City of Everett Stormwater Management Manual (SWMM) and <br /> provide a discussion of MR applicability in each TDA. <br /> ■ For each applicable MR in each TDA, document to which surfaces (i.e., new <br /> and/or replaced hard surfaces, converted vegetation areas, land disturbed)the <br /> MRs apply. <br /> • MR#1 —Stormwater Site Plan (SSP) <br /> The following comments are provided for the Stormwater Site Plan—Lot 1 (DEA, <br /> 2017). The revised SSP addressing these comments shall be included as part of the <br /> Drainage Report. <br /> a. Section 1 —Project Description <br /> o The first paragraph states that the Hardeson Infiltration Basin is proposed to <br /> provide flow control for Lots 1, 2, and a portion of Lot 3. Provide the <br /> contributing drainage areas from each lot in this statement. <br /> o Clarify in this paragraph that the infiltration basin was designed to satisfy <br /> both: <br /> • MR#5 —On-site Stormwater Management using the LID <br /> Performance Standard approach. <br /> • MR#7—Flow Control. <br /> b. Section 1.1 —Introduction <br /> o The third paragraph references a"Pre-Mining Basin Balancing Analysis" and <br /> indicates that the analysis shows the City of Everett requirements that no <br /> more than 5,000 square feet of a drainage basin's area be diverted to another <br /> basin. Specify which code, SWMM, or DCSS requirement is being <br /> referenced and provide more detailed narrative discussion of how the <br /> proposed plans meet those requirements for all basins. <br /> Page 3 of 9 <br />
