Upon arrival to the site I assessed personal safety hazards:® Yes or 0 Referred to Site Safety Plan Safety Hazards Were Addressed by:® Staying Alert to Terrain and Equipment Hazards 0 Other(describe): We visited the site on September 5 and 6,2018 for the Mountain View Business Centre Division 9 Hardeson Infiltration Pond subgrade evaluation in Everett, Washington.The infiltration facility is located on the east side of Hardeson Road, just north of the new FedEx site. We spoke with representatives of Aero Construction and Cadman while on site. The following is a summary of our observations and evaluations while on site. Hardeson Infiltration Pond:9/5/2018 We arrived on site at 1400 on 9/5/18.We observed Aero Construction actively excavating the remaining two feet across the pond bottom to get down to Elevation 422 feet, as designed. Excavated material was being loaded in dump trucks and hauled to Cadman's main facility on Division 9 Lot 4.Dump trucks were entering the pond via the access ramp/road off Hardeson Road and being routed around a haul road along the outer perimeter of the pond bottom (Photo 1).At the time of arrival,Aero had excavated the eastern approximately 1/3 of the pond bottom. As Aero continued to excavate the pond bottom from east to west,a bowl-shaped wedge of silty fill material was observed in the central portion of the pond,starting approximately 60 feet from the eastern edge of the pond.Aero was advised to over-excavate and remove the silty fill material below Elevation 422 until native advance outwash sand was exposed. Aero continued to excavate the pond bottom and fill material until approximately 1600 hrs. The last dump truck was observed leaving the site at 1600 hrs.At that time,Aero had over-excavated an area measuring approximately 60 feet long by 25 feet wide by 3.5 feet deep (maximum depth in the center of the fill) in the central portion of the pond. The southwest pond bottom area had not yet been excavated to Elevation 422 (Photo 2). We arrived at the Cadman job trailer at 1630 to provide an update on today's progress at Hardeson Pond. Bob Metcalfe (GeoEngineers), Bill Sayer, Rob Thomas,and Luke Donahue(Cadman),and Shane Mason(KLB)were present. We left the Cadman job trailer at approximately 1730. Hardeson Infiltration Pond:9/6/2018 We arrived on site at 0900 on 9/6/18.We observed Aero Construction continuing to excavate the upper two feet of the western pond bottom as well as the silty fill material in the central portion of the pond. Dump trucks were backing in to the pond and the compacted haul road material was also being excavated and removed.Only the track-mounted excavator and small bulldozer were allowed in the pond bottom to avoid over-compaction of the infiltration pond surface.
