The eastbound left turn at a two-way stop controlled study intersection of East <br /> Marine View Drive/Summit Avenue is anticipated to operate at LOS F in 2023 <br /> during PM peak hours with, or without, the proposed project. (exhibit 11, <br /> transportation impact analysis, page 4) <br /> 38. The authors of the TIA proposed mitigation of traffic impacts resulting from the <br /> proposed development. They included frontage improvements of half-width <br /> frontage/roadway improvements on Riverside Road that would include <br /> sidewalk, curb and gutter. In addition, off-site improvements which have been <br /> recommended would be through payment of a proportionate share of the <br /> identified LOS intersections. According to the TIA, the proportionate share <br /> mitigation would be approximately 11.2 percent of the cost of the <br /> improvement. The proportionate share fee would be required to be paid by the <br /> project in addition to payment of transportation impact fees. (exhibit 11, <br /> transportation impact analysis, page 4) <br /> 39. Payment of City transportation impact fees would mitigate impact to City <br /> roadways. The preliminary transportation impact fee estimate for the <br /> proposed project is $597,600, based on 249 PM peak hour trips generated <br /> and $2,400 per trip. (exhibit 11, transportation impact analysis, page 5) <br /> 40. As previously noted, existing utilities systems are available to the site. The <br /> City and Snohomish County PUD reviewed the proposal and determined there <br /> is capacity in their utility systems to serve this project. The Applicant will be <br /> required to pay system development fees for use of the existing facilities. The <br /> project will not adversely impact utility systems. The City's Police and Fire Departments reviewed the project and indicated the <br /> project would not adversely affect their ability to serve the area. No parks will <br /> be adversely affected. The project will provide public parking for the new <br /> recreation trails to be constructed along the Snohomish River. Schools will not <br /> be affected. (exhibit 1, staff report, page 7; exhibits 15a, 15b and 15c, agency <br /> comments; testimony of Mr. Jimerson) <br /> Landscape Modification Findings <br /> 42. As part of the proposed project, the Applicant requested that the interior <br /> property landscaping width be reduced from the 20-foot standard to 10 feet. <br /> EMC 19.35.010 includes Table 6.1, Development Standards Table that set <br /> forth the landscaping categories for each zone. The Applicant's request is for <br /> a reduction from the 20-foot standard to a 10-foot landscape strip. <br /> 43. The City identified EMC 19.35.070(A) as the ordinance that regulates <br /> landscape standard modifications.
