32. The City of Everett Fire Department identified applicable fire code standards in <br /> a memo. The standards, which are identified in a memo submitted for review, <br /> provide that compliance with these standards must continue during all review <br /> of construction plans. (exhibit 1, staff report, page 6; exhibit 15b, Fire <br /> Department comments) <br /> 33. As previously noted, access to the subject property will be from East Marine <br /> View Drive. The roads of the business park are owned by the Port of Everett, <br /> who is negotiating with the City to dedicate them to the City as public right-of- <br /> way. The Port is scheduled to rebuild the roads and curbs, gutter and <br /> sidewalk, including the frontage of the subject site to City standards. (exhibit <br /> 1, staff report, page 6) <br /> 34. The Fire Department reviewed the circulation of the site and determined that <br /> the circulation pattern provides adequate access for emergency vehicles. <br /> (exhibit 1, staff report, page 7; exhibit 15b, Fire Department comments) <br /> 35. An entry drive aisle loops along the common north property line and is the only <br /> proposed access to the site. The property to the north and the subject <br /> property are designed to provide sufficient parking without relying on the other <br /> site. Easements and maintenance provisions for the common facilities must <br /> be provided at the time of binding site plan approval. (exhibit 1, staff report, <br /> pages 7 and 11; testimony of Mr. Jimerson) <br /> 36. Public access parking is proposed on the subject property near the east berm <br /> of the site. The Applicant indicated that the parking will be identified for such <br /> purposes and that there would be sufficient parking in other sections of the <br /> parking lot for the Applicant and/or its successors. (exhibit 5, preliminary <br /> binding site plan; testimony of Mr. Oberg; testimony of Mr. Jimerson) <br /> 37. A transportation impact analysis (TIA) was prepared for the Riverside <br /> Business Park by Transportation Engineering Northwest (TENW) (exhibit 11). <br /> According to the TIA, the proposed development will generate a total of 1,455 <br /> weekday daily trips, with 235 trips occurring during the weekday AM peak <br /> hours and 249 trips occurring during the weekday PM peak hours. It was <br /> determined that the level of service (LOS) for most of the intersections in the <br /> area are, and will remain, LOS D, which is acceptable to the City of Everett. <br /> The only exception is the intersection at East Marine View Drive/SR 529 <br /> ramps/Riverside Road, which is anticipated to eventually operate at LOS F by <br /> 2023 with, or without, the proposed project. The southbound right-turn from <br /> East Marine View Drive to northbound SR 529 causes this intersection to <br /> degrade to LOS F under 2023 PM peak hour conditions. However, the City <br /> Engineering Department determined that the traffic from the site would not <br /> have a significant impact on the overall traffic. <br /> (LT <br />
