Binding Site Plan - EMC 18.28.020 -General Evaluation Criteria include: <br /> 1. Comprehensive Plan -The proposed Binding Site Plan, site plan and other <br /> application information proposed for development shall be consistent with the <br /> City's Comprehensive Plan policies and land use map; <br /> 2. Zoning -The proposed Binding Site Plan, site plan and other required <br /> application information shall meet the requirements of the Everett Zoning <br /> Code, except as permitted by the design and development provisions; <br /> 3. Natural Environment-The Binding Site Plan, site plan and other required <br /> application information shall meet the requirements of Environmentally <br /> Sensitive Area Regulations of the Everett Zoning Code, Title 20, Everett <br /> Municipal Code (Environmental Policies), and the State Environmental Policy <br /> Act, WAC 197.11. <br /> 4. Public Services - The proposed project shall be designed to meet the <br /> following: <br /> a) Adequate water supply to City Standards; <br /> b) Adequate sewage disposal to City Standards; <br /> c) Appropriate surface water management to City Standards; <br /> d) Adequate fire protection and hydrants to City Standards; <br /> e) Appropriate access to City Standards for or to all anticipated uses within <br /> the project; <br /> f) Provisions made for access to and maintenance of all common <br /> facilities. <br /> 5. Existing Public Facilities and Services -The proposed project shall be <br /> designed to not adversely impact the following public facilities and services: <br /> a) Existing streets and other transportation systems; <br /> b) Existing utilities system; <br /> c) Police, Fire, Parks, and Schools. <br /> Landscape Modification - EMC 19.35.070(A)3 <br /> When existing conditions on or adjacent to the site, including, but not limited to, <br /> differences in elevation, existing vegetation, location of buildings or utilities would <br /> render the requirements of this section ineffective. <br /> CONCLUSIONS BASED ON FINDINGS <br /> 1. The Applicant requested approval of a shoreline permit, a two-lot binding site <br /> plan and a landscape modification to reduce the width of the landscaping <br /> along the interior property lines for a project at 400 Riverside Road (lots 2 and <br /> 4 of the Riverside Business Park), Everett, Washington. The proposal <br /> includes construction of two light industrial buildings, one 90,700 square feet <br /> and the other 98,100 square feet with supporting parking. (finding 1) <br /> 2. A shoreline permit is required because of the proximity of the Snohomish River <br /> and the proposed project exceeds the statutory threshold amount. (finding 6) <br /> (' er- <br /> X1211 . <br />
