3. The requirements of the Washington Shoreline Act and the ordinances of the <br /> City of Everett have been considered. RCW 90.58. The Everett Shoreline <br /> Master Program has been considered. The goals, policies and regulations <br /> applicable to the development of the shoreline have been identified in the <br /> findings of this document. The relevant goals, policies and regulations are <br /> addressed herein. (findings 3, 4, 8, 12, 13, and 14 through 22) <br /> 4. The City of Everett identified the sections that are applicable to the instant <br /> application as to Shoreline Master Program Elements; Section 3, General <br /> Regulations; Section 3.5, Cultural Resources; 3.7, Public Access; Section 3.9, <br /> Conservation Element; and Section 5, Use Regulations - Section 5.7, Industry. <br /> These elements and sections have been reviewed and addressed in the <br /> findings of this document. The proposed project satisfies the requirements of <br /> these sections and provides for a reasonable development of the shoreline <br /> that will not be disruptive to the shoreline or to the areas around it. <br /> (findings 14 through 22) <br /> 5. The binding site plan is required to meet the criteria of EMC 18.28.020. <br /> (finding 23) <br /> 6. The proposed binding site plan is consistent with City of Everett's <br /> Comprehensive Plan designation of 5.1, Heavy Industrial. It allows for <br /> development in the area that is light industrial that will not impact other <br /> properties. (findings 2, 3, 7, 8, 12, and 25) <br /> 7. The proposed development is consistent with the M-2, Heavy Manufacturing <br /> zoning standards. The site is large enough for the proposed activity and can <br /> handle the proposed use that is projected to be developed on-site. (findings 2, <br /> 26) <br /> 8. The binding site plan includes information that shows that the proposed <br /> development will be consistent with any environmentally sensitive areas in the <br /> area and the regulations of the Everett Zoning Code, Title 20; the State <br /> Environmental Policy Act (RCW 41.21.C). All of these protective ordinances <br /> and statutes for the preservation and protection of the natural environment are <br /> met by the proposed project. (findings 4, 27) <br /> 9. Public services are available to the site. Adequate water supply can be <br /> provided to City standards. (findings 13, 29) Adequate sewage disposal can <br /> be provided to City standards. (finding 30) Appropriate surface water <br /> management will be conducted to City standards. (finding 31) Adequate fire <br /> protection and hydrants will be developed to City standards. (findings 32, 34) <br /> Appropriate access to City standards for all uses that are to be developed on- <br /> site will be followed.
