INTRODUCTION <br /> Refer to the Stormwater Site Plan (Comprehensive Hydraulics Report) for <br /> Riverside Business Park (RBP), dated April 2000, for a general overview of <br /> stormwater management for the RBP project. Also refer to Stormwater Site Plan <br /> (Comprehensive Hydraulics Report), Amendment 1 —Lots 2 through 5, dated <br /> October 2016 addressing the drainage flow allotment contributions into pond 2 and <br /> the capacities of the existing stormwater lift stations, both prepared by Reid <br /> Middleton. <br /> Amendment 2 does not replace either of the above reports, rather it uses <br /> information and calculations already prepared in these reports to investigate a <br /> drainage concept that addresses water quality for the new 8th Street, and collection <br /> and conveyance of the 100-year storm event to satisfy the storm drainage General <br /> Transfer Agreement (GTA) between the City of Everett (City) and the Port of <br /> Everett (Port). In general, the drainage GTA establishes that the City will own and <br /> maintain the storm drainage collection and conveyance systems (catch basins, <br /> pipes, lift stations, etc...) within Riverside Road as well as the stormwater quality <br /> pond 2 which receives and treats the stormwater runoff from this right of way <br /> system. <br /> In a meeting with Jane Zimmerman on January 27, 2017, the City expressed a <br /> desire to avoid hydraulic connectivity between the Snohomish River and the right <br /> of way storm drainage systems due to the high tailwater elevation of 12.75 feet in <br /> the Snohomish River during the 100-year flood. Refer to the Amendment 2 scope <br /> below for a description and illustration of the drainage concept preferred by the <br /> City and submitted herein for approval. <br /> SCOPE OF AMENDMENT 2 <br /> Amendment 2 generally maintains similar format as Amendment 1 to describe and <br /> illustrate the drainage concept agreeable to the City and is intended to be included <br /> behind Amendment 1 in the April 2000 Hydraulic Report.
