Any deviation from the standards will require <br /> Planning Director approval. <br /> The code can be assessed online here:http.//www.ci.everett.wa.us/default.aspx?I_D=.39.g. <br /> Chun-sheng, in 1993,the property underwent a reasonable use process to allow a single family dwelling unit on a lot <br /> entirely within a critical area— East Fork Pigeon Creek 2 and associated wetlands/slopes. As part of the approval,a <br /> condition was that a restoration plan would be submitted and executed with a monitoring plan and posted bond. A <br /> plan was submitted and is on file. Unfortunately it appears it was never actualized nor monitored,and from my site <br /> visit it appears the areas in question are covered in invasive non-native species along with some discarded trash. As <br /> part of the approval process for the duplex,a habitat assessment done by a qualified professional will be required to <br /> address the site. The restoration plan on file is the minimum required,if acceptable according to the professional. <br /> Since development and lack of monitoring,the site may need a more vigorous restoration plan which the <br /> professional can do and submit to the Planning Department for review. A monitoring plan will also be required <br /> along with a posted bond sufficient to cover the restoration and enhancement plantings. All Himalayan Blackberry <br /> and other non-native species shall be removed along with all trash.
