Chun-Sheng Wang, Respondent, is the owner of record of property at 7533 Lower <br /> Ridge Road, Everett, Washington (property). The property is in an R-2 Single- <br /> Family Detached Medium Density zone in the City of Everett. (Exhibit#13, <br /> Snohomish County Assessors Record dated July 5, 2012) (Exhibit#14, Go Sync <br /> Map) <br /> 2. On April 24, 2012, the City of Everett Code Enforcement Unit received a complaint <br /> from a tenant of the property that the structure on the property was being rented as <br /> a triplex. The complainant stated that she rented the main floor, her daughter and <br /> son-in-law and children rented the top floor under a separate lease and a third <br /> tenant had moved into the basement level. The tenant who had rented the <br /> basement unit stated to the complainant that she was wiring the unit to install a new <br /> stove. The complainant was concerned that this situation was not legal. (Exhibit#6, <br /> Email from Anne Weech dated April 24, 2012) (Testimony of Code Enforcement <br /> Officer Fagerstrom) <br /> 3. On April 25, 2012, City of Everett Code Enforcement Officer Fagerstrom and Tony <br /> Lee, City of Everett Building Department, conducted an inspection of the property <br /> and observed and photographed three separate units. They were invited in by the <br /> tenant renting the basement unit who stated that the landlord had told her the <br /> microwave, toaster oven and other kitchen appliances were her"kitchen". He also <br /> told her that she could install wiring for a stove. The City Officials and the basement <br /> tenant spoke with the tenant on the main floor who invited them in and showed <br /> them the electrical service panel in the garage. Mr.Lee could not find any permit or <br /> approval notices from the City of Everett on the panel. (Testimony of Code <br /> Enforcement Officer Fagerstrom) <br /> 4. The main floor tenant showed the City Officials the kitchen on the main floor and <br /> stated that she rented the floor as a separate unit. Mr. Lee confirmed that the <br /> kitchen on the main floor had not existed when the City of Everett Building <br /> Department conducted an inspection on April 19, 2012. She also said that her <br /> daughter and son-in-law rented the upstairs as a third unit and she showed them <br /> the locking door separating the two floors.
