Mr. Lee recommended the structure be condemned for construction work done <br /> without building permits thereby rendering it unsafe for habitation. Code Officer <br /> Fagerstrom condemned the property, posted a notice on the structure and mailed a <br /> condemnation letter to the Respondent. Code Officer Fagerstrom explained the <br /> circumstances to the tenants and recommended they move out as soon as <br /> possible. (Exhibit#7, Condemnation letter dated May 2, 2012) <br /> 6. On April 30, May 2 and May 14, 2012, the Respondent sent emails to Tony Lee <br /> which stated that he lived in China but would ask the tenants to move out and that <br /> he would do what was necessary to correct property. Upon review of City records, Code Officer Fagerstrom found that the Respondent <br /> had committed similar violations of the Everett Municipal Code(EMC) in case#10- <br /> . 0909. On April 11, 2011 Respondent violated the same chapter of the EMC. The <br /> Examiner held that he violated IRC 105.1 as adopted by EMC 16.01.040.Q because <br /> he conducted construction activity including the installation of electrical and <br /> mechanical systems without obtaining permits from the City. Subsequently, the Respondent was issued a violation citation as a repeat violator <br /> for violations of International Residential Code (IRC) 105.1 as adopted by EMC <br /> 16.01.040.Q, IRC 110.1 and International Property Maintenance Code (IPMC) <br /> 108.1.4. Copies were sent to the Respondent via regular and registered US Mail <br /> and a copy was posted at the property.
