Everett Downtown Parking <br /> Parking Management Study — 2019 Update <br /> Exhibit C - Scope of Work Rev. 11/27/18 <br /> Purpose <br /> The City of Everett plans to conduct a comprehensive downtown parking study that updates <br /> previous parking data to prepare for possible changes to the City's on-street and off-street <br /> parking systems. The study will be conducted in close collaboration with Downtown Everett <br /> Association (DEA) and other downtown stakeholders who share a deep interest in parking. The <br /> focus will be on a study area within Parking Area A as identified in the Metro Everett Plan. <br /> Tasks <br /> 1. Everpark Garage Support <br /> --- Phase 1 work: review current Everpark garage operations and consultant <br /> recommendations for pricing, rate adjustments, and other improvements. Provide <br /> alternative recommendations, if warranted, for pricing models, rate adjustments, <br /> etc. <br /> — Phase 2 work: develop RFP specs for PARCS system; assume implementation <br /> of enforcement technology and paid on-street parking; present recommendations <br /> on garage pricing (with/without paid on-street parking) and garage management. <br /> 2. Downtown Parking Garage Opportunities <br /> — Update 2009 technical memo/executive summary regarding current/future <br /> demand and locations for off-street parking. <br /> -- Incorporate context of Everett Metro Area Plan. <br /> — Analyze future needs for current/planned visitor attractions. <br /> — Analyze effects of current management of downtown garages available for public <br /> parking owned by Snohomish County and private parties (relying on data made <br /> available by garage operators). <br /> -- Update cost/revenue analyses and develop a proforma for future garage <br /> development. <br /> Everett Downtown Parking <br /> Parking Management Study—2019 Update <br />
