3. Downtown Parking Task Force <br /> - Organize, guide, support and facilitate a stakeholder task force to be led by DEA <br /> and City staff. <br /> - Design and conduct stakeholder outreach for the Parking Management Study - <br /> 2019 update. <br /> -- Educate and involve the task force and other stakeholders in key elements of the <br /> study. <br /> 4. Utilization Study <br /> - Determine strategic objectives for utilization study and design the methodology <br /> accordingly. <br /> - Complete an inventory of on-street and off-street spaces in the study area (Metro <br /> Parking Area A.) <br /> - Update the previous utilization analyses for on-street and off-street parking within <br /> Metro Parking Area A. <br /> - Analyze the extent and effects of employee parking in the downtown. <br /> - Evaluate current/projected residential parking demand and supply in Area A. <br /> 5. Paid On-Street Parking <br /> - Analyze the effectiveness of current time limits, in light of the utilization study <br /> results, and consider alternatives <br /> -- Evaluate the initial effectiveness of Everett's new technology-based enforcement. <br /> - Analyze the need for paid on-street parking within congested portions of Area A; <br /> pros/cons lore the and alternatives. <br /> P <br /> - Review peer cities' best practices for establishing paid on-street parking. <br /> - Evaluate and compare a city owned equipment model versus a leased <br /> equipment shared revenue model. <br /> - Estimate the potential revenues, costs and timeline for introducing paid parking. <br /> Prepare a financial proforma feasibility study for paid parking technology and <br /> enforcement. <br /> - Evaluate on-street rates vis a vis Everett's policy objectives. <br /> Everett Downtown Parking <br /> Parking Management Study—2019 Update <br />
