No new buildings are proposed, no significant exterior alterations to the <br /> permanent structures would occur, and the nature of the existing use would not <br /> change as a result of approval. Several accessory structures have been <br /> removed, and all retained accessory structures would be required to undergo <br /> building permit approval. Landscaping would be added to screen and bring the <br /> use into better compliance with current landscaping standards. (Findings 1, 2, 3, <br /> 10, 11, 12, and 22) <br /> 6. New signs would be required to comply with applicable code. (Finding 13) <br /> 7. Conditions would ensure that landscaping and screening by fence would be <br /> brought into compliance with current standards to the extent required by the <br /> proposal. (Findings 3, 8, 9, 18, 19, and 20) <br /> 8. No new use is proposed. All work would be performed inside structures. The <br /> business would be required to comply with Puget Sound Clean Air Agency <br /> requirements. (Findings 1, 2, 3, 14, and 21) <br /> 9. Approval would not alter the nonconforming use's compliance with the Everett <br /> General Plan. (Findings 1, 2, and 15) <br /> 10. A SEPA addendum was issued to address the 1,150 square foot addition that <br /> has been existing on-site since approximately 2008. (Finding 5) <br /> 11. As conditioned, the proposal complies with applicable City, state, and federal <br /> regulations. (Findings 1 through 22) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered that the requested <br /> expansion of the nonconforming use, including modifications to the proposal made on <br /> the record at hearing, is approved subject to the following conditions: <br /> 1. Remove all asphalt between the sidewalk and buildings from 6324 to 6408 <br /> Evergreen Way and install landscaping Type Ill, except where there are existing <br /> driveways. <br /> 2. Remove asphalt near the north end of 6500B Evergreen Way near Fleming <br /> Street, along the south side of building B of 6500 Evergreen Way, west of 6500A <br /> Evergreen Way, and along the south lot line west of building A of 6500 <br /> Evergreen Way and install a minimum five-foot wide landscape strip with Type Ill <br /> landscaping. The Applicant may place the landscaping to preserve vehicular <br /> access to the rear yard of the parcel north of 6500B Evergreen Way. <br /> 8 <br />
