4. The drawings should indicate specific signage at the main entrance door and the kitchen
egress doors to indicate that these doors will be open during business hours, per IBC
section 1010.1.9.3, item 2.2.
a. The door schedule should indicate that any locking devices on these doors are
readily distinguishable as being locked.
Construction
1. The removal of exterior canopies and exterior roofing elements should be shown in
section with the replacement proposed. Reference the Energy comments for building
envelope compliance.
Accessibility
1. A van accessible parking space is required in addition to a second accessible parking
space, based on the number of stalls shown. Please locate and dimension both the
accessible and the van accessible stalls (with access aisles). The van accessible stall
should be shown as being 16 feet wide, per ICC-A117.1-2009 section 502.2.
a. The location of the accessible parking should continue to be on the shortest
route to the primary use and accessible building entrance, per IBC section
1106.6 and IEBC Section 1105.1. Please indicate conforming curb cuts and
accessible door hardware on the drawings.
Energy
1. Comcheck does not apply in WA State, since the state has adopted a state-wide energy
code WSEC (which although similar, is a complete replacement to the IECC). There are
similar forms available on neec.net to demonstrate lighting and building performance
compliance. Please submit those completed reports instead of ComCheck reports, which
exclusively applies to the IECC.
2. Minimum prescriptive requirements for the building thermal envelope should be shown
in section for all removed exterior cladding, to meet minimum prescriptive requirements,
per WSEC section C503.3.1.
3. Please include actual code section language on the building drawings submitted for
permit, for interior lighting controls, sensors, and all other methods of compliance
covered in electrical power and lighting systems per WSEC section C405.
4. Please indicate the prescriptive method of building envelope compliance on sheet G1.1,
to include detailed R-Values of modified exterior walls, roof-ceiling cavities, or
replacement roofing, per WSEC section C402.1.
5. Accessible parking signage should indicate compliance with height and content of
signage per ICC/ANSI A117.1-2009 section 502.7.
All codes cited refer to the 2015 International Building Code (IBC), the 2015 International
Existing Building Code (IEBC), the 2015 International Property Maintenance Code (IPMC), the
2015 International Fire Code (IFC), the 2015 International Mechanical Code (IMC), and the
2015 Washington State Energy Code (WSEC), as amended by the State of Washington and
adopted by the City of Everett. The current IBC referenced standard for accessible design is
the 2009 "Accessible and Usable Buildings and Facilities" (ICC/ANSI A117.1). Federal ADA
regulations and standards may be more restrictive. Compliance with these regulations is the
responsibility of the owner of the building.
CITY OF EVERETT PERMIT SERVICES 3200 CEDAR ST, EVERETT, WA 98201 425-257-8810
website:www.everettwa.gov/permit January 24, 2017 email:everetteps@everettwa.gov
