Lendlease KFC <br /> ter. <br /> c"Y, . _'..0 xa Fl, r. s., <br /> April 27,2017 <br /> Meg Haley <br /> Plan Review Architect <br /> 2930 Wetmore Avenue <br /> City of Everett,WA 98201 <br /> Re:Washington Access Compliance–Store ID: E080013–7407 Evergreen Way,City of Everett,WA <br /> Dear Plans Reviewer, <br /> Lendlease, on behalf of KFC, hereby respectfully submits for review the attached ADA improvements <br /> Breakdown for the proposed KFC ASAP remodel project located at 7407 Evergreen Way in Everett, WA. <br /> These costs have been calculated in accordance with the Washington State Building Code Council, <br /> Washington State Amendments to the 2015 International Building Code and the 2010 American with <br /> Disabilities Act. <br /> Furthermore,the following code analysis highlights sections from the WAC and 2010 American Disabilities <br /> Act that indicate that work outside of the altered portion of an existing building do not have to meet the <br /> requirements if they are outside of the scope of work. <br /> WAC 51-11C-50300 Section C503—Alterations. <br /> ...Alterations to an existing building, building system or portion thereof shall conform to the <br /> provisions of this code as they relate to new construction without requiring the unaltered portions <br /> of the existing building or building system to comply with this code. <br /> 2010 AMERICAN DISABILITIES ACT:CHAPTER 2–SCOPING REQUIREMENTS <br /> 202.3 Alterations. Where existing elements or spaces are altered, each altered element or space <br /> shall comply with the applicable requirements of Chapter 2. <br /> As highlighted above,in both the 2010 ADA,and WAC 51-11C-50300 Section C503–Alterations,the scope <br /> of work for this project does not encompass the parking lot nor any other site work. Providing ADA <br /> compliant parking spaces is beyond our scope of work and thusly puts an undue burden on our project, <br /> and the franchisee,with extra costs. <br /> Additionally, attached you will find our ADA cost breakdown which shows that we have met the 20% <br /> threshold with the work that we have already identified within our scope of work. The below section <br /> portion of the 2010 ADA Act highlights the threshold for alteration projects. <br /> §36.402 Alterations. <br /> Alterations made to provide an accessible path of travel to the altered area will be deemed <br /> disproportionate to the overall alternations when the cost exceeds 20%of the cost of the alteration <br /> to the primary function area. <br /> 11B-202.4 shall be limited to 20 percent of the adjusted construction cost of alterations,structural <br /> repairs or additions.
