Bonita Misner is the owner of record of the property at 2718 Hewitt Avenue, Everett, <br /> Washington (property) and did own the property when the events described in this <br /> stipulation took place. The property is in a C-1 General Commercial zone as <br /> established by the City of Everett. <br /> 2. The Special Investigations unit of the Everett Police Department alerted the City of <br /> Everett Code Enforcement (ECE) unit that the commercial property was operating <br /> without proper electrical service. On July 28, 2014, ECE Officer Kevin Fagerstrom <br /> conducted an inspection of the property and observed and photographed that <br /> electrical service to the occupied commercial structure had been disconnected at <br /> the pole. He was informed by Public Utility District (PUD) that a permit was required <br /> to reconnect the electricity to the structure. He further observed that uncontained <br /> junk, trash and garbage had been discarded in the rear lot of the property and a <br /> covered porch had been constructed onto the rear portion of the main structure <br /> without required City permits. These conditions are in violation of International <br /> Property Maintenance Code (IPMC) 604.1, IPMC 601.2, IPMC 108.1.4, <br /> International Building Code (IBC) 105.1 and Everett Municipal Code (EMC) <br /> 8.20.020(A). <br /> 3. On July 28, 2014, ECE Officer Fagerstrom posted a condemnation placard on the <br /> commercial structure on the property for lack of required electrical service and for <br /> the construction of a covered porch without required City permits which rendered <br /> the structure as unlawful. <br /> 4. On July 30, 2014, the City issued a violation citation to the Respondent for <br /> violations of IPMC 604.1 Facilities required as adopted by EMC 16.005.010; IPMC <br /> 601.2 Responsibility as adopted by EMC 16.005.010; IPMC 108.1.4 Unlawful <br /> 1 <br />
