I <br /> preservation of public natural resources,and any environineutal assessments or impact statements which <br /> have been prepared relating to the work. <br /> 4. INTERPRETATION OF CONTRACT DOCUMENTS <br /> Should a bidder fmd what is believed to be discrepancies in,or omissions from the drawings and specifications, <br /> or should the bidder be in doubt as to their meaning,bidder may submit to the Engineer a written request for an <br /> interpretation thereof. The bidder submitting the request will be responsible for its prompt delivery. Any <br /> interpretation of the documents,if made,will be made only by addendum duly issued and a copy of such <br /> addendum will be mailed or delivered to each bidder receiving a set of such documents. All requests for <br /> interpretations must be received by the Owner or Engineer no later than seven(7)calendar days prior <br /> to the bid opening date. Any question regarding specifications or drawings shall be referred to the Owner or <br /> Engineer at the address provided in the bid documents. <br /> 5. BID DOCUMENTS I <br /> 5.1. BID FORMS <br /> 1. GENERAL: Bids shall be made on the blank bid forms prepared and provided by the Owner. Bids <br /> shall give the prices proposed in writing and figures,and shall give all other information requested, <br /> and shall be signed by the bidder or their authorized representative,with their current address. <br /> 2. BID PRICES: Bid prices shall include everything necessary for the completion of the work <br /> including but not limited to providing the materials,equipment,tools,plant and other facilities,and <br /> the management,superintendence,labor,and all necessary testing services. <br /> In the event of a difference between a price quoted in words and a price quoted in figures for the <br /> same quotation,the words shall be the amount bid. In the event that the product of a unit price and <br /> an estimated quantity does not equal the extended amount quoted,the unit price shall govern,and <br /> the correct product of the unit price and the estimated quantity shall be deemed to be the amount <br /> bid. If the sum of two or more items in a bidding schedule does not equal the total amounts quoted, <br /> the individual item amounts shall govern and the correct total shall be deemed to be the amount bid. <br /> 3. BIDDER'S SIGNATURE AND AUTHORITY: If the bid is made by an individual,his/her name, <br /> signature,and post office address must be shown;if made by a firm or partnership,the name and <br /> post office address of the firm or partnership,a list of the partners,and the signature of at least one <br /> of the general partners must be shown;if made by a corporation,the bid shall show the name of the <br /> state under the laws of which the corporation is chartered,the name and post office address of the <br /> corporation,and the title of the person who signs on behalf of the corporation. If the bid is made by <br /> a joint venture,the bid shall be signed by a representative of one of the joint venture firms. <br /> Additionally,the bid shall include a copy of the resolution or agreement empowering the <br /> representative to execute the bid and bind the joint venture. <br /> 4. BID IRREGULARITIES: Each bid and the information requested,bound in the Contract <br /> Documents,shall be enclosed in a sealed envelope and labeled as specified in the Invitation to Bid. <br /> Bidders are warned against making erasures or alterations of any kind,and bids which contain <br /> omissions,erasures,or irregularities of any kind may be rejected. No oral,telegraphic,or <br /> telephonic bids or modifications will be considered. <br /> 5. MODIFICATION OF BID: Modification of a bid already received will be considered only if the <br /> modification is received prior to the time established for receiving bids. Modifications shall be <br /> made in writing,executed,and submitted in the same form and manner as the original bid. <br /> 6. WITHDRAWAL OF BIDS: Within five days after the opening of bids,a bidder who wishes to <br /> claim error after the bids have been opened and tabulated shall submit a notarized affidavit signed <br /> by the bidder,accompanied by original work sheets used in the preparation of the bid,requesting <br /> relief from the responsibilities of award. The affidavit shall describe the specific error(s)and certify <br /> that the work sheets are the originals used in the preparation of the bid. <br /> 00100-2 1 <br />
