I <br /> Each bidder shall demonstrate to the satisfaction of the City that the bidder has sufficient qualifications <br /> and financing capability to perform the work under this contract. The burden to demonstrate such <br /> qualification shall be on bidder. That a bidder is licensed and registered as a contractor in accordance <br /> with the laws of the State of Washington(which is required in order for a bidder to submit a bid <br /> hereunder)and provides a Bid Guaranty as required herein shall not be sufficient,in and of themselves,to <br /> demonstrate such qualifications and responsibility. <br /> Each bidder shall be skilled and regularly engaged in the general class or type of work called for under <br /> this contract. It is the intention of the City to award this contract to a bidder who furnished satisfactory <br /> evidence of its key personnel's and proposed subcontractors'requisite experience and ability,that <br /> sufficient capital,facilities,and plant are available to enable execution of the work successfully,properly <br /> and reach completion within the time stipulated in the contract. <br /> The City considers competent,experienced supervision and continuity of management to be of <br /> importance to the successful and timely completion of the work. Key personnel assigned to the work <br /> shall be thoroughly familiar with all aspects of the skills required for the timely and proper execution of I <br /> the contract and shall remain in full,continuous and personal supervision of the project until its <br /> completion. It shall be the burden of the contractor to demonstrate its ability and qualifications to <br /> perform any and all work to be executed by the contractor or its subcontractors. I <br /> The City considers competent,experienced subcontractors to be of importance to the successful and <br /> timely completion of the work. Proposed subcontractors shall be thoroughly familiar and qualified to <br /> complete the aspects of the work which they will perform. The city reserves the right to reject a bid <br /> based on proposed subcontractors. <br /> To determine the degree of responsibility to be credited to the bidder,the City will weigh any evidence, <br /> whether submitted by the bidder or obtained otherwise by the City,that the bidder,the bidder's key <br /> personnel available for employment in responsible charge of the work,and the bidder's proposed <br /> subcontractors have performed satisfactorily other contracts of like nature,magnitude,comparable <br /> difficulty and comparable rates of progress. <br /> In order to furnish satisfactory evidence of qualification,General Contractor shall complete and submit <br /> "Bidder's Qualification Statement"City of Everett form,current revision,with their bid proposal. <br /> 7. POSTPONEMENT OF OPENING <br /> The Owner reserves the right to postpone the date and time for receiving and/or opening of bids at any time <br /> prior to the date and time established in the Invitation to Bid. Postponement notices shall be mailed to bidders <br /> in the form of addenda. <br /> 8. REJECTION OF BIDS I <br /> 8.1. NONRESPONSIVE BIDS <br /> The Owner reserves the right in its discretion to reject as nonresponsive any bid which is incomplete, <br /> obscure,irregular,or lacking necessary detail and specificity;any bid which omits information on any <br /> one or more items on which information is required;any bid which omits unit prices,if unit prices are <br /> required;any bids in which unit prices are unbalanced in such names as,in the opinion of the Owner,may <br /> cause substantial escalation in the overall cost of the work or substantial deterioration in the quality of the <br /> work;any bid accompanied by insufficient or irregular security;any bid from bidders who have <br /> previously failed to perform properly or to complete on time Contracts of any nature;any bid which fails <br /> to provide sufficient experience and ability information;any bid from a bidder who has no previous <br /> experience in the type or class of work to be performed under this Contract;and any bid submitted by a <br /> bidder who is not registered or licensed as may be required by the laws of the State of Washington. The <br /> Owner further reserves the right to reject all bids. <br /> 8.2. COLLUSION <br /> 00100-4 , <br />
