7. OK
8. The Washington State energy code table R402.1.1 requires the fenestration Ufactor
for climate zones 5 and marine 4 to be U-.30, and the skylight U-factor is U-.50 or
less. After consulting with the WSU Energy Code Residential Representative Tracy
Beavers on October 1, 2014, I was informed the project qualifies for the Energy Code
Exemption R101.4.3 in which alterations or repairs which do not fully conform with
all the requirements of this code may be allowed, as:
a. The cost of spray foam insulation and/or the replacement of existing windows
and doors would be economically impractical;
b. The repair considerably improves the energy performance of the building by
adding insulation to previously un-insulated spaces, introducing a more
energy efficient water heater and energy efficient heat source;
c. The repair was necessary to the health and wellbeing of the family that reside
there, as the replaced/repaired roof and adjacent walls were rotten due to
water damage,posing both a structural and mold threat.
Sincerely,
Carly McGinn
