PLANNING DIRECTOR DECISION <br />SHORELINE MANAGEMENT <br />SUBSTANTIAL DEVELOPMENT PF.RM[T <br />SMA k00-005 <br />April 18, 2001 <br />Applicanr Waypoint Properties, LLC (Sanko Fisheries) <br />15030 Highway 99 <br />Lynnwood, WA 98037 <br />Planning Coordinator: :,teve Ingalsbe <br />257-8731 <br />Sanko Fisheries proposes to construct a one story building, 5,300 square foot <br />office/warehouse building (2,000 square feet of inezzanine) with eight paved off-street <br />parking spaces. The ramp to the existing dock will be replaced with a wider ramp up to <br />12 feet in width. The proposal is located at 3922 Railway Avenue within the SW 1/4 <br />of Section 21, Township 29N, Range SE W.M. on a.83 acre site. <br />The proposal is on the west bank of the Snohomish River and is subject to the general <br />and specific regulations of the City of Everett Shoreline Master Program per E.M.C. <br />20.12.060. The Shoreline Designation of the site is Urban (developed and <br />redeveloping) under the City Shoreline Master Program (see Exhibit 1). The Urban <br />Environment is an area of high intensity land use (see Exhibit 2). Commercial <br />development is a permitted use in the lJrban Environment (see Exhibit 3). <br />General Regulations <br />The proposed project must comply with the following applicable general regulations of <br />the City of Everett Shoreline Master Program (Uncoditied) (see Exhibit 4). <br />1. The activities shall conduct their operation in accordance with existing regulations <br />regazding air and warer quality. (SMP General Regulation �I) <br />The proposed projert must meet existing regulations regarding air and water <br />quality. <br />2. The activities shall provide a means of reducing the polluting potential of surface <br />water runoff generated from impervious surfaces such as streets, parking lots and <br />storage areas. Such devices may he those most practical and feasible. This <br />requirement is not meant to duplicate any rrquirements that might be stated by the <br />Department of Ecology as part of the NPDES Program.
