On the morning <br /> of January 9th, plant staff contacted PUD to return operations to line power. PUD dispatched staff to transfer <br /> back to normal line power. During this conversion the power synchronization between the city generators <br /> and line power failed and resulted in damage to the city's generators. The city's generators now need to be <br /> immediately taken out of service,tested and evaluated to determine their reliability and functionality. Since <br /> weather related winter power outages can occur frequently, and at most any time,the department needs to act <br /> immediately to secure a reliable backup power system. Testing and evaluation using outside specialty <br /> contractors is necessary to fully assess the generator status. This process may take from several weeks up to a <br /> few months. Lease of a temporary backup generator and integrating it into our system is necessary during <br /> this time. <br /> The purpose of this resolution is to declare an emergency pursuant to RCW 39.04.280 and Section 9 of the <br /> City's Purchasing Guidelines which will waive normal competitive bidding requirements, so that the work <br /> can be completed as soon as is practicable. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt a Resolution Declaring an Emergency regarding Water Filtration Plant temporary backup power <br /> generation equipment. <br />
