11ip <br /> 11//411 1....ii:c'; <br /> RESOLUTION NO. f1J?ETT <br /> A RESOLUTION DECLARING AN EMERGENCY <br /> REGARDING PROCUREMENT OF BACKUP POWER GENERATORS AT THE WATER FILTRATION PLANT <br /> WHEREAS, <br /> A. The City operates a Water Filtration Plant that is continuously operated to meet the <br /> drinking water demands of most of Snohomish County. <br /> B. The Snohomish County PUD provides the electrical power service to the Water Filtration <br /> Plant. Due to its location and criticality,the plant needs to have backup generators in case of power <br /> outages and service interruptions to continue to produce the drinking water for most of Snohomish <br /> County. <br /> C. Because of a recent failed power synchronization,the City's backup generators were <br /> damaged. The City's back-up generators need to be immediately taken out of service and tested and <br /> evaluated to determine their reliability and functionality. The City's backup generators need to be <br /> immediately replaced with leased generators until such time that the City's backup generators can be <br /> repaired or replaced (the leasing of generators and the repair of the City's backup generators, <br /> collectively the "Project"). The Project is estimated to cost about$15,000 per month to lease and <br /> maintain generators, in addition to potentially over$100,000 to evaluate, test, and repair the City's <br /> backup generators. The Public Works Department has completed scoping the testing and evaluation of <br /> the City's backup generators and has obtained quotes to lease generators until the City's backup <br /> generators are repaired or replaced. <br /> D. The City needs to immediately evaluate and test the City's backup generators, which <br /> means that it must immediately lease and install backup generators to ensure the Water Filtration Plant <br /> has a secure backup power supply. The procurement process will start immediately after a passage of <br /> this resolution, as vendors have been contacted and quotes are in place and awaiting execution. Secure <br /> backup power can be in place by the end of the week. Testing, evaluations and repairs of the City's <br /> backup generators may take months. <br /> E. It is the professional engineering opinion of the Public Works Department, including its <br /> Director and its Operations Superintendent that the City needs to immediately implement the Project to <br /> avoid the unacceptable risk of not having adequate and dependable backup power generators at the <br /> Water Filtration Plant during a power outage or if service is interrupted. Water delivery will suffer if the <br /> plant is without power for more than a few hours, which can result in health advisories, and water <br /> shortages if long term. <br /> F. Because of the imminent threat and the need for immediate action to immediately <br /> proceed with the Project, an emergency exists. Time is of the essence in proceeding with the Project. <br />
