APWA Standards. <br /> 5, AWVVA Standards. <br /> Each Provision of these Special Provisions either supplements, modifies, or replaces the <br /> comparable Standard Specification, or is a new Provision. The deletion, amendment, <br /> alteration, or addition to any subsection or portion of the Standard Specifications is meant to <br /> pertain only to that particular portion of the section. and in no way should it be interpreted <br /> that the balance of the section does not apply. <br /> Sections and subsections in the Special Provisions labeled under the headers with (******) <br /> indicate City of Everett Provisions. <br /> 1-01 DEFINITIONS AND TERMS I <br /> 1-01.3 Definitions <br /> Section 1-01.3 is amended by adding the following: <br /> All references in the Standard Specifications to the terms "State," "Department of <br /> Transportation," "Washington State Transportation Commission," "Commission," <br /> "Secretary of Transportation," "Secretary," "Headquarters," and "State Treasurer" shall <br /> be revised to read "City." <br /> All references to the terms "State" or "state" shall be revised to read "City" unless the <br /> reference is to an administrative agency of the State of Washington, a State statute or <br /> regulation, or the context reasonably indicates otherwise. <br /> All references to "State Materials Laboratory" shall be revised to read "City designated <br /> location." <br /> Additive: A supplemental unit of work or group of bid items, identified separately in the <br /> Proposal, that may, at the discretion of the City, be awarded in addition to the base Bid. <br /> Alternative or Alternate: One of two or more units of Work or groups of bid items, <br /> identified separately in the Proposal, from which the City may make a choice between <br /> different methods or material of construction for performing the same Work. <br /> Award Date: The date of the formal action by the Everett City Council to accept the <br /> lowest responsible and responsive Bidder for the Work. <br /> Bid Documents:The component parts of the proposed Contract which may include, but <br /> are not limited to, the Proposal Form, the proposed Contract Provisions, the proposed <br /> Contract Plans, and Addenda. (This definition replaces the definition in WSDOT 1-01.3 <br /> for Bid Documents.) <br /> Bid Opening Date: The date the Everett City Clerk publicly opens and reads the Bids. <br /> Business Day: A business day is any day from Monday through Friday except holidays <br /> as listed in 1-08.5. <br /> Change Order: Reference to Change Order shall include all rights of the City and <br /> Contractor under 1-04.4 CHANGES. Agreed Change Orders shall be in the form <br /> attached as Exhibit 1. Unilateral Change Orders shall be in the form attached as Exhibit <br /> 2. <br /> Completion Date: Date on which Project is ready for Final Acceptance. All physical <br /> work, including Punch List, is complete and Contractor has completed and fulfilled all <br /> contractual obligations except any maintenance of landscaping.
