Any broken or �amaged sidewalk on 13th Street or <br /> Rockefeller Avenue shall be replaced or re�aired per the <br /> City Public Works Inspector. <br /> 11 . Special charges for connection to the sewer system in <br /> accordance with Ordinance 984-B3 are applicable. The <br /> actual cost shall be computed by the Building Department <br /> per the ordinance in effect at the time and according to <br /> the information provided on the approved plans on the date <br /> of permit issuance. <br /> 12. Parking must be per City Zoninq Code and City Design and <br /> Construction Standards. For the 67,000 square feet of <br /> medical office space proposed, parkinq shall be provided in <br /> accordance with the parking study submitted to the City by <br /> General Hospital, dated August 1987 (prepared by TDA, <br /> consultants to General 'iospital) . <br /> 13 . Approximately eighty (80) feet of public right-of-way is <br /> available on Rockefeller Avenue between 13th and 14th <br /> Street� and on 13th and 14th Streets between Colby Avenue <br /> and Rockefeller Avenue. Right-of-way, amount to be <br /> determined by the City of Everett, must be leased by <br /> General Hospital from the City of Everett to permit <br /> adequate landscapinq of exterior or the medical office <br /> building and parking garage. This landscaping shall be <br /> installed in conformance with a landscaping plan apFroved <br /> by the Everett Hearing F.xaminer and the Planninq <br /> Department. The purpose of the landscaping shall be to <br /> soften the visual impact of these large buildings on the <br /> surroundinq residential neiqhborhood. <br /> Landscaping shall consist of a strip a minimum of 10 feet <br /> wide along the entire 13th Street, 14th Street and <br /> Rockefeller Avenue frontages between the sidewalk and the <br /> medical office buildinq and the sidewalk and the parking <br /> garaqe, except for driveways in compliance with <br /> Section 19.58.010 B.1 and 2 of the Zoning Code and Section <br /> 1.13 of the Standards and Specifications Manual. The <br /> landscaping must consist of: <br /> a. veqetation groundcover over a minimum of 75� of the <br /> area, and <br /> b. evergreen and deciduous trees or shrubs a minimum of <br /> three feet in height at time of planting in <br /> accordance with the approved landscape plan <br /> c. Irrigation must be provided for the entire <br /> landscaped area. <br /> 14. Any new sewer connections will require that a backwater <br /> valve be installed per Chapter 14 .08 . 190 of the Everett <br /> Municipal Code. <br /> 15. Any change in the use of the site will be subject to an <br /> environmental review under SEPA (State Environmental Policy <br /> Act) and a new or revised Special Property Use Permit per <br /> Ordinance 1748-87 and EMC 19. 58 .0� 0 . <br /> WHEREAS, on or before May 11 , 1988 , Jack E.
