Oc FVci,�- ; i <br /> East Of Wetmore North Of 13t:n S�. ee�:l, : : : „.; D_;.�. <br /> April 11, 1988 <br /> WHEREAS, there was filed with the City of ;:verett Planning <br /> Department on Novenber 20 , 1987, an application for a Special <br /> Property Use Permit, under Everett Municipal Code (E.M.C. ) <br /> 1Q.58.010 by the General Hospital Medical Center described as <br /> follows: a permit to allow demolition of twelve single fa,ily <br /> �.esidential structures, construction of 201 vehicle space surfaae <br /> pa.rking lot and preservation of two dwelling unit structure for <br /> u�e a� temporary housing of families of General Hospital patients <br /> nortl•� of 13th Street and east of Wetmore Avenue; and <br /> WHEREAS, after proper notice was giv::n as required by law, <br /> a public hearing was held on March l0, 1988, before the City of <br /> Everett Land Use Hearing Examiner; and " <br /> WHEREAS, aft�r due consideration of the evidence elicited <br /> during the hearing, ;:he Everett Hearing Examiner made findings of <br /> fact and conclusions and rendered a decision on March 24, 1988, to <br /> grant the Special Proper�y Use Permit with the following <br /> conditions: <br /> 1 . The site must be developed in a manner consistent with the <br /> site plan and landscaping plan presented at the public hearing <br /> (Exhibits 9 and l0) . <br /> 2. The applicant must comply with all conditions listed in the <br /> Determination of Non-Significance #127-87 (Exhibit 5) . <br /> 3. A fire hydrant is required within 200 drivinq feet but not <br /> closer than 50 feet, of every structure per Ordinance <br /> 473-80. <br /> 4 . Full standard street impre•:ements are required to the south <br /> side of 12th, includinci A-1 curb, gutter, and sidewalk as <br /> needed per Ordinance 555-78 as amended. <br /> 5. Handicap wheelchair _:+��,s installed per City Standards are <br /> required at the 12th & Wetmore and 13th & Wetmore <br /> intersections. <br /> 6. Any driveway curb-cuts on 12th Street, 13th Street, and <br /> Wetmore Avenue that will not be used are to be removed and <br /> reinstalled with full heiqht curb, gutter, and sidewalk. <br /> 7 . A landscape strip a minimum of 10 feet wide must be provided <br /> along the entire Wetmore Ave. , 12th St. , and 13th St. <br /> frontages, between the street and the parking area, except <br /> for driveways in compliance with the landscaping plan <br /> submitted by the applicant and approved by the Planning <br /> Department. The landscapiny must consist of: <br /> a. groundcover over a minimum of 75� of the area, and <br /> b. a mix of evergreen and deciduous trees or shrubs a <br /> minimum of three feet in heiyht at time of planting to <br /> number at least 6 for each 100 square feet of required <br /> landscape area. <br /> 'Ihe intent of this requirement is to provide screening of the <br /> parkinq area and to shield car lights from shining into the <br /> riqht-of-way and into residential structures across the <br /> streets. If a berm of at least one foot in height is <br /> provided, plant heiqhts may be reduced to 2 feet . <br />
