2. Technical Capability, Approach, and Capacity <br /> A. What is your approach to this work? List the primary features or work tasks. Describe your <br /> execution, management, and control of the work. <br /> At Holland&Knight,we aim to be a seamless part of your team and an extension of the City. As <br /> your federal legislative consultant,we would partner with you to craft legislative,regulatory,and a <br /> political strategies that meet your priorities. <br /> Working together,we would keep your voice on critical legislative and funding issues front and <br /> center before federal policymakers through careful,strategic positioning. Our team knows how, <br /> where,and when to intervene to achieve desired results-and would work closely with Everett to <br /> accomplish this. <br /> Given the high level of competition for federal dollars and the dynamic political environment, <br /> Holland&Knight will undertake an intensive,in-depth process to work with the City to refine and <br /> develop tailored,proactive federal priorities. At the start of our relationship,we would begin by <br /> organizing an intensive strategic planning session with the mayor's team,key City staff,and other <br /> elected officials as needed to discuss Everett's policy and funding priorities. From there we would: <br /> Create A Detailed Federal Action Plan. Holland&Knight will work with Everett to create federal <br /> action strategies and timelines to pursue each of the City's top priorities for each issue area, <br /> including transportation funding,education and workforce training,protecting Naval Station <br /> Everett,and homelessness,among other key issues. We would engage the mayor's office,the City's <br /> expert staff and elected officials from start to finish. This plan will be a dynamic,"living"document. <br /> It will be revisited regularly as policy and political developments warrant. It will have clear <br /> assignments of strategy options,tasks/subtasks,timelines,and deliverables. <br /> Develop Compelling Messaging. Our team will work with the City to help create a compelling <br /> narrative around your priorities and to help tell the"Everett story." We will ensure that the City's <br /> messaging and communication strategies make Everett's priorities resonate with Congress and the <br /> Trump Administration. <br /> Strengthen and Expand the City's Federal Relationships. Holland&Knight will work to <br /> strengthen and sustain the advocacy team's strong bipartisan relationships with the Trump <br /> Administration and Congress. We will use our strong ties to key decision makers in the executive <br /> branch,and longstanding relationships with House and Senate party and committee leaders on <br /> both sides of the aisle,as well as with the City's House and Senate delegation. <br /> Undertake Aggressive,Proactive Advocacy. The firm will actively and aggressively advocate for <br /> Everett to advance its priority issues. These efforts include lobbying Everett's congressional <br /> delegation,key congressional committee and subcommittee leaders,House and Senate leaders,the <br /> White House,and federal department/agency officials to achieve your legislative,regulatory,and <br /> funding objectives. <br /> In addition,Holland&Knight will arrange for City staff and elected officials to meet with key agency <br /> officials to explore the City's project initiatives prior to the formal issuance of draft and final grant <br /> guidance and notices in order to gather intel,stress how certain Everett initiatives fit/reinforce <br /> Administration objectives,and determine how to begin planning to apply once a grant solicitation is <br /> Holland 8c Knight Confidential Presentation for the City of Everett I 12 <br />
